I posted my photos on a modeling website and was told by a modeling scout that I had a good look. He also said that since I am only 5' 7", and won't be doing runway work, I won't need a comp card. He wants to market me in commercial ads, and was told that he will send me to a photographer to shoot a head shot. This will cost around $500. He also wants to charge me a $15 management fee per month. Does this sound legitimate to you?

I would continue searching for local representation. All commercial models, (who can be any height), use comp cards. Managers only take a percentage from every booking you receive. I have never heard of a monthly fee. Normally, agents get a 20% commission for modeling jobs and between 10-20% commission for acting work.
Angie, you should call some agents and ask if they have open calls. That is when they see new people. If so, arrange an appointment, and bring some photos. Another way it to learn how to create strong commercial photos, and mail them to agents. You can learn how to do this – even get pictures taken free if you read my book.
